Η Κλειστή Ελεγχόμενη Δομή στη Λέρο αναπτύσσεται σε έκταση περίπου 60 στρεμμάτων, στην τοποθεσία Λέπιδα.Είναι δυναμικότητας 2.150 θέσεων φιλοξενίας, η οποία αναλύεται ως ακολούθως:

1.440 θέσεις (γενικός πληθυσμός)
10 θέσεις ΑΜΕΑ
100 unaccompanied minors
240 persons belonging in vulnerable groups, single parent families, women
360 persons in the Pre-removal Detention Center

It includes all modern technical and operational infrastructures that make it a safe, controlled access facility, with upgraded living conditions for the hosted individuals as well as working conditions for its staff.

Ο προϋπολογισμός κατασκευής είναι περίπου 30,18 εκ. ευρώ πλέον ΦΠΑ 17% (σύνολο 35,30 εκ. ευρώ) και χρηματοδοτήθηκε 100% από την Ευρωπαϊκή Ένωση – Ταμείο Ασύλου, Μετανάστευσης και Ένταξης/ Επείγουσα Βοήθεια.

The whole new closed controlled center is surrounded by a double NATO-type security fence, which in combination with the installation at the entrance of the necessary control systems, such as turnstiles, magnetic gates, x-rays, two-factor access control system (identity and fingerprint), ensures secure and controlled entry and exit from the access center to whoever is entitled to it.

Additionally, throughout the area of the structure, a Closed-Circuit Television (CCTV) system has been installed, which uses "smart" software to timely alert for any emergency incidents, while it has the ability to send notifications and images to the Local Incident Center, the Control Center in Athens, and the Control Centers of other involved bodies (e.g., Hellenic Police).

Moreover, fencing and turnstiles with card readers have been installed in the distinct sections of the structure for the protection of employees in these areas as well as vulnerable groups, such as unaccompanied children and single-parent families.

Οι χώροι διαμονής αναπτύσσονται σε 8.900 τ.μ. και διαιρούνται σε διακριτές ζώνες, ενώ αποτελούνται από 7 διώροφα κτίρια διαμονής των 1.000 τ.μ. με χωρητικότητα 240 άτομα ανά κτίριο, 3 ισόγεια κτίρια διαμονής των 500 τ.μ. με χωρητικότητα 120 άτομα ανά κτίριο και 1 των 400 τ.μ. με χωρητικότητα 100 άτομα. Η τοποθέτηση των αιτούντων άσυλο γίνεται βάσει εθνοτικών και κοινωνικών κριτηρίων (οικογένειες, άτομα με κινητικές αναπηρίες, σοβαρά προβλήματα υγείας, έγκυοι).

Στη ΚΕΔ Λέρου λειτουργούν οι κάτωθι χώροι:

Accommodation spaces divided into separate zones (7 two-storey residential buildings sized 1.000 sq.m., and 1 ground floor of 400 sq.m., with a total capacity of 1.780 persons),
Accommodation space of the Pre-removal Detention Center (3 ground floor accommodation buildings sized 500 sq.m. each, with a total capacity of 360 persons),
Sanitary facilities (5 containers and 3 ground floor buildings with a total space of 850 sq.m.),
Administration space (1 container and 6 ground floor buildings, with a total space of 1.045 sq.m.),
Security areas (3 ground floor buildings, with a total space of 510 sq.m.),
Maintenance and storage spaces (1 ground floor building and 2 containers, with a total space of 490 sq.m.),
Leisure and creativity areas (11 containers, with a total space of 550 sq.m.),
Computer room (1 container 50 sq.m.)
Restaurants (6 ground floor buildings, with a total space of 2.650 sq.m.)
Store areas (12 containers with a total space of 300 sq.m.),
Kitchen and laundry areas (20 containers with a total space of 500 sq.m.),
Event areas (2 ground floor buildings, total area 250 sq.m.)
2 playgrounds,
3 sports courts,
Parking lot,
9 ισόγεια κτίρια ατόμων με κινητικά προβλήματα (ΑΜΕΑ) συνολικής επιφάνειας 175 τ.μ.
1 Shading sized 300 sq.m.
7 Shadings sized 150 sq.m.

The buildings are either metal constructions or prefabricated containers with complete hotel and office equipment.

An asphalt road has been constructed for the smooth movement around and between the units of the Closed Controlled Access Center.

All the necessary electromechanical systems for safe and uninterrupted operation of the new Closed Controlled Access Center have been installed, such as:

Fire safety system with permanent water supply system, sprinklers, fire safety system
Emergency power generators to ensure the power supply of the Closed Controlled Access Center
Pumping complex for the connection to the network of the municipality of Leros
Energy saving with Heat Recovery Hot Water System with VRV type heat pumps
Air conditioning, heating-cooling with VRV type heat pumps & split type
Wi-Fi Internet access indoors and outdoors
Management and monitoring of operation of electromechanical equipment through BMS (Building Management System) automation system
Use of LED luminaires for indoor and outdoor lighting
Biological treatment of third-degree level wastewater
Water saving by reusing the treated product of the biological treatment (gray water) in water tanks and irrigation

Για τη λειτουργία της Κλειστής Ελεγχόμενης Δομής Λέρου έχει προβλεφθεί η δημιουργία γραφειακής υποδομής για περίπου 300 θέσεις εργασίας.
