Urgent Funding of article 7 of Reg. 514/2014
The Asylum Service with the HOME/2014/AMIF/AG/EMAS/08/GR having signed the financing agreement has undertaken to implement the urgent funding programme under the name "Emergency Assistance for the deployment of Asylum Units implementing fast track examination of the claims for international protection submitted by Syrian nationals in Greece". The initial aim of the action was the examination through a fast-track process of the asylum claims submitted by Syrian nationals. However, the Asylum Service has achieved, due to the restricted number of claims, to extend this aim, so as to cover the relocation process etc. The co-beneficiary partner is the NGO “ MetAction- Action for Migration and Development”. The action shall run for twelve (12) months as of 18 May 2015 (“the starting date”).
The grant shall be of a maximum amount of EUR 1.181.447,8. In particular, the action is divided into two (2) subactions: Subaction 1 (amount of EUR 213.462,62)
Aim: Operation of five (5) Asylum Units in Athens, Thessaloniki, Lesvos, Rhodes and Samos.
Date of implementation: From 18/05/2015 to 17/5/2016.
Information to implementation: complete. Within the framework of Subaction 1, 35 people have been employed working under a fixed-term employment contract. The Asylum Service has received the necessary material support and part of the equipment has been granted because the former public tendering procedures were ineffective (in our estimations, the tenders didn’ t participate in the procedures because of difficulties in payment by the Public Sector).
Subaction 2 (amount of EUR 906.393,20)
Aim: to examine, within a period of eight (8) months, 5.920 asylum claims submitted by Syrian nationals through a fast-track process (see above about the target group change that will be discussed with the Commission).
Date of implementation: From 18/09/2015 to 17/7/2016.
Information to implementation: : complete. The Regional Asylum Offices in Athens, Thessaloniki, Lesvos, Rhodes and Samos have already been staffed, while based on the operating needs, the co-beneficiary partner provides also interpretation services. The new workforce has been fully trained. Concerning the disbursement, there has been a funds transfer of EUR 945.158,31 to the bank account “income from the European Union ( Regular Budget)” representing the 80% of the total approved budget. As far as the budget sum of the Asylum Service is concerned, a total sum of 722.324,55 €, 583.798,80 € have been contracted, and the payment shall be made the soonest through the Financial Control Service of the Ministry of Citizen's Protection.

A. OBJECT OF THE PROJECT-IMPLEMENTATION PLAN-INDICATORS
D1: Reinforcement of the Asylum Unit of Relocation for applicants seeking international protection, the Regional Asylum Offices and the Asylum Units for applications of relocation and the National Dublin Unit with fixed-term contract staff”. with contract staff
Objectives/ Intended results
- The Asylum Unit of Relocation for applicants seeking international protection, the Regional Asylum Offices, the Asylum Units for applications of relocation and the National Dublin Unit will be staffed with workforce under a fixed-term contract, that it will be working on the relocation process, as specified in the Council Decisions and adjusted by the Asylum Service.
Specific actions/ operations:
- Human resources recruitment, according to the relevant provisions about the fixed-term contracts.
- New employee training on the relocation process.
- Integration of the new employees into the workforce of the Asylum Unit of Relocation for applicants seeking international protection, the Regional Asylum Offices, the Asylum Units for applications of relocation and the National Dublin Unit.
Deliverables-Products-Outputs:
D1.1: Recruitment of eighty-three (83) employees, who hold a University degree, through the Supreme Council for Civil Personnel Selection (ASEP). They will be working as case officers in the Asylum Unit of Relocation for applicants seeking international protection, the Regional Asylum Offices, the Asylum Units for applications of relocation and the National Dublin Unit. The recruitment will take place from 18/05/2016 and the contracts will run from their signing to the end of the program (31/10/2017)
D1.2 : Recruitment of three (3) employees , who hold a degree in Information Science from a technological Educational Institute (TEI), through the Supreme Council for Civil Personnel Selection (ASEP). The recruitment will take place from 18/05/2016 and the contracts will run from their signing to the end of the program (31/10/2017).
The The Asylum Service of the Ministry of Internal Affairs and Administrative Reconstruction, according to HOME/2016/AMIF/AG/EMAS/0039 grant agreement (ABAC NUMBER: 30-CE-0799461/00/00-21) entitledEnsuring a fair and efficient Asylum Process, including in the context of the Implementation of the EU-Turkey Statement" is the main partrner, with the Greek Police as co-beneficiary partnerwithin seven (7) months, with starting date of 1st June 2016 and ending date of 31st December 2017. The overall budget of the Action amounts to EUR 2.112.309,47 funded 100% by the European Committee without any national contribution.
From the aforementioned resources, the cost for the Asylum Service Actions amounts to EUR 1.882.309,47 and the respective cost for the Hellenic Police Actions amounts to EUR 230,000.00.
Based on the agreement, the Asylum Service will initially create joint units, in cooperation with the Hellenic Police and the European Asylum Support Office (EASO) in five (5) locations (Lesvos, Chios, Samos, Kos and Leros). In addition, the above units will be provided with administrative and functional services. Secondly, in the framework of these joint units, 67 employees of the Asylum Service shall register, examine the asylum claims, issue and deliver the decisions. The Actions included in the grant agreement and expected to be implemented by the Hellenic Police concern the financing of the daily allowances and the travel and residence expenses of fifty (50) policemen, who take part in the registration of the asylum claims in the islands of Lesvos, Samos, Chios, Leros and Kos, for a period of two (2) months until the European Asylum Support Office (EASO) departments are fully staffed.

The Asylum Service of the Ministry of Migration Policy according to HOME/2017/AMIF/AG/EMAS/0057 grant agreement (ABAC NUMBER: 30-CE-SI2.774659) entitledEnsuring and supporting a fair and efficient asylum procedure in Greece" is the main partrner with, the NGO Metadrasi as co-beneficiary partner "Action for migration and development along with the Hellenice Police, to implement within (12) months the aforementioned programme, commencing at December 1st 2017 with the 30th of November 2018 as the ending date. The total Action Budget is 7.250.527.92 funded 100% by the European Committee without any national contribution.
From the aforementioned resources, the cost for the Asylum Service Actions amounts to EUR 2.735.822.00 and the respective cost for the NGO Metadrasi Actions within the frame of "Action for Migration and Development amounts to EUR 3.905,705,92, with 609.000.00 EUR amounting to the actions of the Hellenic Police
According to the aforementioned agreement, the Asylum Service will undertake alla necessary actions (Administrative and functional support of the Action, purchase of equipment, reimbursement of per diem costs, transport and accommodation for the service units), so that the process of registering and examining asylum applications, along with decisions, is being incessantly pursued. The NGO Metadrasi "Action for migration and development" as planned, will support the interpretation and translation needs of the Asylum Service. The actions which are part of the Funding Agreement and are expected to be contracted by the Hellenic Police are related with the per diem reimbursement of transport and accomodation for twenty (20) officers supporting the asylum processth from the 1st of January 2018 onwards, in islands with hotspots.
On Octoberth 10th 2018, the European Commission has approved the Asylum Service request to give a 6 month extension untilth May 31st 2019.

The total Action Budget is 10.207.624.66 funded 100% by the European Committee without any national contribution.
From the aforementioned resources, the cost for the Asylum Service Actions amounts to EUR 5.359.104,50 and the respective cost for the NGO Metadrasi Actions within the frame of "Action for Migration and Development amounts to EUR 4.239,520,16, with 609.000.00 EUR amounting to the actions of the Hellenic
According to the aforementioned agreement, the Asylum Service will undertake all necessary actions (Administrative and functional support of the Action, premises' renting, Workgroup setup, purchase of equipment, reimbursement of per diem costs, transport and accommodation for the service units), so that the process of registering and examining asylum applications, along with decisions, is being incessantly pursued. The NGO Metadrasi "Action for migration and development" as planned, will support the interpretation and translation needs of the Asylum Service.
