The first Reception and Identification Center was founded in Fylakio Evros in March 2013.

The Reception and Identification Center of Filakio is the first center that began operating in March 2013. Its location is in the local community of Filakio in the Municipality of Orestiada in the regional unit of Evros. Its area extends over a plot of 50.3 acres.

The purpose of the operation of the Reception and Identification Center of Filakio is the effective execution of registration, identification, and verification processes, medical screening, vulnerability screening, providing information regarding rights and obligations, complete recording of the application for international protection of Third Country Nationals / Stateless Persons. After the completion of the procedures, the transfer of asylum seekers to temporary settlement structure for their temporary accommodation takes place.

It has a hosting capacity of 756 places, which is broken down as follows:

• 581 places for the general population (for everyone, regardless of background).
• 42 places for vulnerable people.
• 36 places for medical restrictions (quarantine).
• 69 places for Unaccompanied Minors.
• 28 places with escorts for people with disabilities.

It includes all modern technical and operational infrastructures that make it a safe, controlled access facility, with upgraded living conditions for the hosted individuals as well as working conditions for its staff.

The entire settlement structure is surrounded by an external security fence, which, combined with the installation of necessary control systems at the entrance, such as turnstiles, magnetic gates, x-rays, a two-factor access control system (ID and fingerprint), ensures safe and controlled entry and exit from the facility for those who are entitled.

Additionally, throughout the area of the structure, a Closed-Circuit Television (CCTV) system has been installed, which uses "smart" software to timely alert for any emergency incidents, while it has the ability to send notifications and images to the Local Incident Center, the Control Center in Athens, and the Control Centers of other involved bodies (e.g., Hellenic Police).

Moreover, fencing and turnstiles with card readers have been installed in the distinct sections of the structure for the protection of employees in these areas as well as vulnerable groups, such as unaccompanied children and single-parent families. 

The accommodation areas are developed over 50,300 square meters and are divided into wings.

At the Reception and Identification Center of Filakio, the following spaces operate:

  • Accommodation areas divided into wings,
  • Administrative areas,
  • Information areas,
  • Medical care and psychosocial support areas,
  • Dining areas (restaurants)
  • Special activity area for minors,
  • Sports activity areas (fields),
  • Laundry and kitchen areas,
  • Warehouse areas,
  • Technical support and cleaning service areas,
  • Security areas.

For movement around and between the wings within the facility, an asphalt road approximately 5 meters wide has been constructed, allowing vehicles to pass. This road is made of strong reinforced concrete, facilitating access for individuals with mobility issues.

The Reception and Identification Center has also provided for all necessary electromechanical installations for its safe and uninterrupted operation, such as:

Central control and monitoring system (BMS) for all electromechanical systems of the facility.

Electricity:

  • Through one (01) substation of the Public Power Corporation.
  • Through emergency equipment: 3 generators (diesel).

Water Supply:

  • From the central municipal network of Orestiada and from a groundwater well near to the site of the Center.

Heating – Cooling:

  • Through air conditioning units and electric convectors heaters.

Hot Water:

  • From Solar-Electric water heaters and heat pumps.

Fire Fighting:

  • Through 2 fire-fighting units with water tanks.
  • Through fire hydrants and fire extinguishers.

Fire Detection:

  • Through a smoke detection system with remote alerts.

Sewage:

  • Biological wastewater treatment.
